In-stream ads are the most popular type of youtube ads. These types of ads are shown before the video starts and the viewer can skip the video after 5 seconds. If someone skips the ad, the advertiser is not charged. Youtube (AdWords) only charges you when the viewer watches at least 30 seconds of the video. It costs about an average of $0.04 per view.
However, In the case of In-display ads, these types of ads are shown in the search of youtube or sidebars. You only pay when the viewer actually clicks on the video. It costs about $0.05 per view( according to my experience).
